HCDI platform rule (Unit 3.8).
The rules. A flag is raised when sources disagree on an indicator, when a roster entry is not found in a governance document, or when a roster differs from the documented headcount beyond the tolerance. Finalize refuses while any flag is open, and only the Internal Reviewer resolves a flag, with a note. A proposal sets out the two sources, what each says, and what further evidence would settle it. Never change an evidence status to make a flag go away.
Worked example (illustrative). A roster shows 412 staff and the documented headcount shows 380. The proposal names both sources, states each figure and its date, and says what would settle it, such as a payroll extract. It does not say which is right.
