The rules. Recording a suspected matter suspends the engagement at once for the suspending kinds. HCDI Compliance determines and closes, and only closing lifts the suspension. An Internal Reviewer confirms the closure, and work resumes at closure, not at confirmation. Notices go to the recorded contacts by kind.
