HCDI platform rule (Unit 3.6).

The rules. Give each respondent only their real respondent role. A question set is created from an HCDI instrument and distributed, and a distributed set can no longer be edited. Never edit an HCDI instrument to fit the client. A deployment may hold the Workforce inquiry while the Leadership and Board inquiries carry on. Below the minimum reporting threshold, results are withheld, and withheld responses are not evidence. Respondents see "a short set of questions about working here", never a product name. Never insert or record an indicator's sample questions. They are Methodology Protected.
