HCDI platform rule (Unit 3.11).

The rules. On a two-party engagement, record the recipient role, a role and never a name, before the Full view. Before issuing, two statements are attested, and each is your personal recorded statement. Each edition's Findings report issues before its Full report. Generate once, since a duplicate leaves two version 1 documents. Never type a sample credential number in the credential line, because every number is verified at issuance. The document is never amended. HCDI Compliance proposes a status change, a different Internal Reviewer confirms it, and every status needs a reason.
