Chapter 12. Release, finalize and the second signature
Source note
Source basis - S3, physical PDF page 10.
HCDI platform rule (Unit 3.10). There are six release conditions: credential valid, authorisation valid, conflict check complete, Independent Reviewer assigned, review completed, and methodology version locked. Most are HCDI's to record, and nothing notifies HCDI, so tell HCDI Compliance. A Founding Six engagement meets the credential and assignment conditions on the programme's substitutes, which the report prints.
Where segregation of duties applies, a second member countersigns the finalization, never the person who will finalize. Where it does not apply, the platform says so. Finalizing cannot be undone. There is no manual gate closure and no "unfinalize".
Governance Boundary. A Lead finalizes only when every condition is met, and not when the client's deadline arrives.
Release is a state of controls
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
A deadline is an external pressure; release conditions are source-defined controls. A person's confidence does not satisfy a missing attestation or independent review. Segregation of duties tests identity as well as the existence of two clicks. No manual bypass is created by this discussion.

Figure 3.12 Release is a state of controls. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L3 E12
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A Lead offers to countersign their own finalization because the second member is travelling.

| Alternative | Identify a plausible alternative or missing context. |
| Authority | Identify the relevant credential or role boundary. |
Question - Can urgency replace the second actor?
Worked answer: Part G, exercise L3 E12.
