The rules. Only Client HR uploads the roster. Possible duplicates are flagged and never merged. The Deal Lead corroborates Leadership and Board entries against governance documents (Level 2, Unit 2.8). HCDI Compliance reconciles the roster, and the eligible population is computed. Tell HCDI Compliance when the roster is ready. A reconciliation refused for a mismatch beyond the tolerance raises an evidence conflict. The tolerance is not given in this edition.
