HCDI Lead Indexer
Chapter 5. The roster and the eligible population
Source note
Source basis - S3, physical PDF page 8.
HCDI platform rule (Unit 3.5); general professional knowledge. Only Client HR uploads the roster. Possible duplicates are flagged and never merged. The Deal Lead corroborates Leadership and Board entries against governance documents, as at Level 2. HCDI Compliance reconciles the roster, and the eligible population is computed. Tell HCDI Compliance when the roster is ready. A reconciliation refused for a mismatch beyond the tolerance raises an evidence conflict. The tolerance is not given in this edition. In general, a survey can ask everyone (a census) or a selection (a sample). This manual does not say which HCDI uses. It says what Unit 3.5 says: the eligible population is computed by HCDI Compliance after reconciliation.
Governance Boundary. The Lead coordinates the roster. The Lead does not reconcile it.
Population integrity comes before interpretation
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
A denominator is only useful when its population is defined and reconciled. Duplicates, contractors and period differences can change a roster without implying fraud. The source divides upload, corroboration and reconciliation among different actors. No numerical tolerance is supplied here.

Figure 3.5 Population integrity comes before interpretation. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L3 E05
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A roster lists 412 people while a documented headcount says 380. The Lead proposes merging possible duplicates manually.
| Analytical task | Learner response required |
| Observation | Identify what the stated record directly establishes. |
| Inference | State the interpretation that still needs support. |
| Alternative | Identify a plausible alternative or missing context. |
| Authority | Identify the relevant credential or role boundary. |
Question - What is the Lead's bounded task?
Worked answer: Part G, exercise L3 E05.
