Chapter 8. Evidence conflicts and the proposal

Source note

Source basis - S3, physical PDF page 9.

HCDI platform rule (Unit 3.8); general professional knowledge. A flag is raised when sources disagree on an indicator, when a roster entry is not found in a governance document, or when a roster differs from the documented headcount beyond the tolerance. Finalize refuses while any flag is open, and only the Internal Reviewer resolves a flag, with a note. The Lead's contribution is the proposal. It sets out the two sources, what each says, and what further evidence would settle the matter. It does not say which source wins. Never change an evidence status to make a flag go away.

Evidence Check. Could the Internal Reviewer decide from your proposal alone, without opening anything else? If not, it is incomplete.

A proposal must preserve both accounts

Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.

A conflict proposal should be usable without guessing the source content. Identify the sources, dates, competing claims and further evidence that could settle the question. Do not announce a winning source. A stronger narrative is not permission to close the flag.

Original exercise L3 E08

Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.

A roster and payroll file disagree. The Lead believes payroll but has not compared dates or worker categories.
