HCDI Lead Indexer
Chapter 1. Leading is not deciding
Source note
Source basis - S3, physical PDF page 6.
HCDI governance ruleHCDI governance rule (the Level 3 limitation block; Unit 3.1). A Lead Indexer runs the engagement, checks Indexers' work and analyses conflicts. Four things stay with HCDI: finally resolving a conflict that can affect a score or a gate, closing a gate, approving a corrective action, and verification. The limitation block says so in one clause: the holder proposes and never finally resolves. The discipline is hard because a Lead is close to the work and under time pressure. The line is not about competence. It is about independence: the person who gathered the evidence should not be the person who finally decides what it means for a score or a gate.
Governance Boundary. When you find yourself deciding, stop and turn the decision into a proposal.
Leadership coordinates reserved decisions
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
Leading work creates pressure to decide matters reserved to others. Good analysis makes another role's decision possible without pre-empting it. Separate gathering, proposing, approving and verifying. The source contains a scoring-authority tension, preserved in the editorial notes; this discussion resolves no delegation.

Figure 3.1 Leadership coordinates reserved decisions. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L3 E01
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A client asks a Lead to settle an evidence dispute before a financing deadline.
| Analytical task | Learner response required |
| Observation | Identify what the stated record directly establishes. |
| Inference | State the interpretation that still needs support. |
| Alternative | Identify a plausible alternative or missing context. |
| Authority | Identify the relevant credential or role boundary. |
Question - What can the Lead contribute?
Worked answer: Part G, exercise L3 E01.
