HCDI platform rule (Unit 3.12).

The rules. The Tracker opens at finalize. The team records In progress, Deferred, Risk accepted and Submitted as complete, each with the client's own instruction. A submitted completion is the client's statement, never a verification, until HCDI's verification role acts. Record truthfully who did the work. A Firm recorded as the implementer of remediation may not deliver the reassessment of the findings it addressed. No Tracker transition changes a score or closes a gate. Only a reassessment changes scores. An engagement with an issued report stays open. Closing a Deal Workspace is for one that ends without a report, and only a Firm Admin of the owning Firm does it.
