HCDI platform rule (Unit 2.9) and HCDI governance rule.

Why it matters. The most tempting thing to do with a conflict is to settle it. The credential forbids it.

The rules. An Evidence Conflict Flag means two sources disagree. Kinds include sources disagreeing on an indicator, and a roster entry not found in a governance document. Nothing issues while a flag is open, and finalize refuses on it. Only the Internal Reviewer resolves a flag, with a note. The engagement team cannot resolve one. Never change an evidence status to make a flag go away. A roster entry cannot be checked again while its conflict is open. The Indexer escalates, and under the limitation block never resolves. Common Error. Quietly re-tagging one of the sources so the disagreement disappears.
