HCDI platform rule (Unit 2.11).
Why it matters. A suspected integrity matter stops work. Recording it correctly is how the stop is applied to the right thing and lifted by the right person.
The rules. A suspected integrity matter is recorded with its category and a description. Recording and determining are two acts. A Deal Lead or Reviewer records a suspicion, and only HCDI Compliance determines whether an Integrity Event exists. For the suspending kinds, suspension starts at recording: nothing can be scored, submitted, finalized or issued until HCDI Compliance closes the event. Never choose a category to avoid a suspension. Name no more people than needed.
Governance Boundary. A recorded suspicion is not an accusation. It is a request for an independent determination.
