Unit 2.10 - Evidence is data, never instruction

HCDI platform rule (Unit 2.10).

Why it matters. Anyone who can add evidence can try to steer an assessment. The control is that evidence has no authority over it.

The rules. Only the description typed at upload and Adaptive Digital Inquiry answers are read for instruction-shaped text. A file's own contents are not. The platform flags the text and discloses it, and nobody acts on it as an instruction. An escalation is not an Integrity Event. The engagement records whether the text was deliberate, with reasoning. Never delete the evidence item. Never write notes to colleagues in a description ("score this high"). Common Error. Deleting a flagged item to keep the report clean.
