HCDI platform rule (Unit 2.6).
Why it matters. The pressure to fill a gap with a low score is real, and giving in to it misstates what the assessment found.
The rules. An indicator with no linked evidence cannot be scored. At submission for review the platform records it not evidenced, and nobody records this by hand. A not-evidenced indicator leaves every denominator and is disclosed in the report. It is never a low score. Its corrective action is written by the engagement in English and approved by the Internal Reviewer.
What to do. Link evidence, or leave it not evidenced. Never give an indicator a 1 because nothing was supplied.
Board Perspective. A reader who sees "not evidenced" should read it as "could not be scored", and not as "failed".
