Chapter 5. Missing and contradictory evidence
Source note
Source basis - S2, physical PDF page 8.
HCDI platform rule (Units 2.3, 2.6 and 2.9). A company data request is marked provided, by linking an uploaded document, or recorded as missing. "Provided" does not mean verified. A missing request is not a reason to score low. An indicator with no linked evidence cannot be scored. At submission for review the platform records it not evidenced, nobody records this by hand, and the indicator leaves every denominator and is disclosed in the report. Never give an indicator a 1 because nothing was supplied. The remedy is to link evidence, or to leave it not evidenced. Contradiction is different. Where two sources disagree, an Evidence Conflict Flag is raised, and nothing issues while it is open. Finalize refuses on it. Common Error. Treating a missing document as a finding about the company. A gap in evidence is not proof of a weakness.
Missing and contradictory are different
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
A gap means relevant material is absent; contradiction means sources make incompatible statements about the same matter. First check time, population and definition. Clarifying language is legitimate; hiding disagreement by changing a status is not. No evidence, adverse evidence and uncertain evidence have different meanings.

Figure 2.5 Missing and contradictory are different. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L2 E05
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A committee-record request is unanswered. Two appointment records separately give different dates for one appointment.
| Analytical task | Learner response required |
| Observation | Identify what the stated record directly establishes. |
| Inference | State the interpretation that still needs support. |
| Alternative | Identify a plausible alternative or missing context. |
| Authority | Identify the relevant credential or role boundary. |
Question - Should both problems be treated as a low result?
Worked answer: Part G, exercise L2 E05.
