Chapter 13. Observable facts and inferences
Source note
Source basis - S2, physical PDF page 11.
general professional knowledge; HCDI platform rule (Unit 2.7). An observable fact is something that can be seen or read in a source, stated without interpretation. An inference is a conclusion drawn from facts. The Indexer records facts. A practitioner who later scores works from them. Fact Inference The minutes dated 14 March record that three of five directors attended The board is not engaged The respondent said: "I only hear about changes from the newsletter" Communication here is poor The policy document is signed and dated The policy is followed Record the left-hand column. Keep answers as the respondent gave them. If you add an interpretation, mark it clearly as yours. Common Error. Smuggling a conclusion into a description with an adjective. "The thin policy" is an inference. "The policy runs to two pages" is a fact.
Facts are narrower than evaluative labels
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
Replace loaded adjectives with source features, dates and quantities. Two pages need not mean inadequate; a long policy need not be effective. Attribute interpretation separately. This discipline improves disagreement analysis but does not supply protected fact-extraction or indicator decision rules.

Figure 2.13 Facts are narrower than evaluative labels. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L2 E13
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A description calls a two-page policy weak and unserious. It is dated, signed and lists three responsibilities.
| Analytical task | Learner response required |
| Observation | Identify what the stated record directly establishes. |
| Inference | State the interpretation that still needs support. |
| Alternative | Identify a plausible alternative or missing context. |
| Authority | Identify the relevant credential or role boundary. |
Question - Rewrite the description.
Worked answer: Part G, exercise L2 E13.
