HCDI platform rule (Unit 4.8).

The rules. An open integrity matter of a suspending kind stops scoring, submission, finalize and issuance until HCDI Compliance closes it. Finalize refuses while any Evidence Conflict Flag is open, and only the Internal Reviewer resolves one. After issuance the document is never amended. Its status changes instead, by a two-person HCDI act: HCDI Compliance proposes, a different Internal Reviewer confirms, with a reason for every status.
