HCDI Certified Independent Reviewer
Part A Orientation
Part A - Orientation
Basis: HCDI governance rule and HCDI platform rule (Edition 0.3, Level 4 document).
A1. Who this is for Experienced practitioners who review another firm's HCDI assessment before its report issues, on engagements HCDI assigns to them
A2. Two reviewers, not one The assigned Independent Reviewer is one named reviewer per assessment, from outside the delivering Firm. It is not the same thing as the "Internal Reviewer", which is an HCDI role. The approved text says the two are easily confused, and that you should not confuse them. Chapter 2 sets them side by side
A3. What the Independent Reviewer does Reads the whole assessment, read-only, and records the review completion. That is the reviewer's one act
A4. What the Independent Reviewer never does Review its own firm's engagement, select an engagement, be nominated by the delivering partner, or change anything on the assessment
A5. Entry (proposed) An independence attestation on file, supervised practice (the number of engagements set by the Scheme Committee [interim value, subject to ratification]), and performance components that are not yet set out. No HCDI-delivered training is required to sit the examination (interim, subject to ratification)
A6. The Committee's basis for supervised practice "An Independent Reviewer refuses issuance. Refusing well requires having seen enough issuances to know what normal looks like." What counts as a supervised engagement, and who supervises, is not set out in this edition
A7. What a Level 4 reviewer needs from Levels 2 and 3 A reviewer judges other people's evidence and leadership. The Level 2 and Level 3 manuals are the ground
A9. Assessment Not yet set out. Study is self-paced, but assessments are taken at events the Scheme arranges [sitting windows set by the Scheme Committee]
A10. How to use this manual Self-paced. Read a unit, answer its self-check questions without your notes, and go on. Book when you judge you are ready. No one signs you off
A11. The shape of the manual
How to study
Read a chapter and distinguish its source-derived content from the general discussion. Attempt the fictional exercise before reading Part G. For a source case, state the facts before the judgement and identify the actor with authority. Complete the sandbox questions before consulting Part F. A wrong answer is useful when its explanation reveals a scope or evidence error. No study score is a scheme pass mark.
