HCDI Certified Independent Reviewer
Chapter 12. Declining to complete
Source note
Source basis - S4, physical PDF page 10.
general professional knowledge; HCDI governance rule (the Committee's basis, and Unit 4.5). The Committee's basis for the supervised-practice requirement says that an Independent Reviewer refuses issuance. The approved text gives the reviewer one act, which is to record the completion. A reviewer who is not satisfied does not record it. Because "review completed" is a release condition, finalize then refuses. Public source gap CC-L4-002: the route for recording reasons and escalating disagreement is held. No procedure is supplied here.
Professional Judgment. Declining is a serious act. It should rest on something you can state, in a sentence, to someone with authority to hear it.
Not completing is not an invented veto procedure
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
The public source gives the reviewer one act: recording completion. If unsatisfied, the reviewer does not record it and a required release condition remains unmet. The route for recording reasons and escalating disagreement is explicitly held. This book supplies no invented form, recipient chain or appeal timetable.

Figure 4.12 Not completing is not an invented veto procedure. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L4 E12
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A trainer proposes a formal refusal notice with a five-day appeal deadline, although no approved source describes one.
