HCDI Certified Independent Reviewer
Chapter 5. Access and confidentiality
Source note
Source basis - S4, physical PDF page 8.
HCDI platform rule (Unit 4.3). Only the live assignee opens the assignment, with two-factor authentication on. Anyone else is told only that it was not found. No price, Order Form or invoice reaches the reviewer. After issuance the working material leaves the reviewer's view, and the issued report stays. Never share the page address. Never forward a draft to the client.
Governance Boundary. A draft is watermarked and is not an issued report. Forwarding one lets a client act on something that has not been reviewed.
Access serves a defined purpose
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
Read-only access does not mean unrestricted reuse. A downloadable draft remains confidential and unissued. Page addresses can expose access context. The source removes working material after issuance while retaining the issued report. Do not reconstruct access through shared credentials or forwarded links.

Figure 4.5 Access serves a defined purpose. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L4 E05
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A reviewer sends a watermarked draft to a client executive to reassure them that review is nearly complete.
| Analytical task | Learner response required |
| Observation | Identify what the stated record directly establishes. |
| Inference | State the interpretation that still needs support. |
| Alternative | Identify a plausible alternative or missing context. |
| Authority | Identify the relevant credential or role boundary. |
Question - Does the watermark authorise sharing?
Worked answer: Part G, exercise L4 E05.
