HCDI platform rule (Unit 4.2).
The rules. HCDI Compliance assigns. The reviewer's Level 4 credential must verify as ACTIVE at the time of assignment. An assignment is never made to someone from the delivering Firm, to a platform administrator, or on a Founding Six engagement, and never after the assessment is finalized. The engagement team sees who reviews each assessment, and cannot assign or choose. Revocation needs a reason. It ends access at once, and any recorded review goes stale. A replacement without a reason "is indistinguishable from reviewer-shopping".
Governance Boundary. An assignment is made on a live credential, never a lapsed, suspended or revoked one.
