Unit 4.5 - Release conditions and finalize

Learning outcome - Read the six release conditions and explain where the review sits among them.

HCDI platform rule (Unit 4.5).

The rules. The six conditions are credential valid, authorisation valid, conflict check complete, Independent Reviewer assigned, review completed and methodology version locked. The reviewer's condition is "review completed", recorded last. Finalize refuses on any missing condition, with no manual override, and finalizing cannot be undone. A Founding Six engagement meets the credential and assignment conditions on the programme's substitutes.
