HCDI Certified Independent Reviewer
Chapter 10. Release conditions and where the review sits
Source note
Source basis - S4, physical PDF page 10.
HCDI platform rule (Unit 4.5). The six release conditions are credential valid, authorisation valid, conflict check complete, Independent Reviewer assigned, review completed and methodology version locked. The reviewer's condition is "review completed", recorded last. Finalize refuses on any missing condition, with no manual override, and finalizing cannot be undone. A Founding Six engagement meets the credential and assignment conditions on the programme's substitutes.
Evidence Check. Before you record completion, ask whether you are the last gate in the sequence, because you are. Nothing after you can be undone.
Completion is one release condition
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
Review completion sits among six public release conditions. It does not replace valid authorization, credential status, conflict checks, assignment or methodology lock. Source Founding Six substitutes are a different disclosed arrangement rather than an independent Level 4 assignment.

Figure 4.10 Completion is one release condition. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L4 E10
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A team says a reviewer's completion can compensate for an incomplete conflict check.
