HCDI Certified Independent Reviewer
Chapter 3. Own-firm exclusion, nomination and reviewer-shopping
Source note
Source basis - S4, physical PDF page 8.
HCDI platform rule (Unit 4.2); general professional knowledge. HCDI Compliance assigns. The reviewer's Level 4 credential must verify as ACTIVE at the time of assignment. An assignment is never made to someone from the delivering Firm, to a platform administrator, or on a Founding Six engagement, and never after the assessment is finalized. The engagement team sees who reviews each assessment, and it cannot assign or choose. Revocation needs a reason. It ends access at once, and any recorded review goes stale. A replacement without a reason, in the approved text's words, "is indistinguishable from reviewer-shopping". Reviewer-shopping is replacing a reviewer until one is found who will say yes.
Red Flag. A delivering partner who asks which reviewer would be "best placed" for their assessment.
Replacement can threaten independence
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
An assignment can end for a valid recorded reason. Repeated replacement to obtain a favourable completion undermines the selection control. Reasoned revocation and immediate access consequences matter separately. This is the pilot public arrangement, not a newly designed appeal procedure.

Figure 4.3 Replacement can threaten independence. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L4 E03
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A team dislikes a reviewer's questions and requests replacement without a reason.
