HCDI Certified Independent Reviewer
Chapter 9. Evidence conflicts and how they were handled
Source note
Source basis - S4, physical PDF page 10.
HCDI platform rule (Unit 4.8); general professional knowledge. Finalize refuses while any Evidence Conflict Flag is open, and only the Internal Reviewer resolves one. A reviewer who finds an unresolved conflict does not resolve it. What the reviewer can notice, reading the assessment as a whole, is whether the conflicts that were raised appear to have been handled by the right role, with a note, and whether the assessment looks as if conflicts that should have been raised were not.
Governance Boundary. The Independent Reviewer is not the Internal Reviewer and cannot resolve a flag, however obvious the answer looks.
Conflict handling needs an auditable basis
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
A resolved flag should have the source-required role and note. A closed flag is not self-explanatory proof that the evidence conflict was understood. An Independent Reviewer can notice an absent or inadequate record without taking over the reserved resolution. No new escalation route is supplied here.

Figure 4.9 Conflict handling needs an auditable basis. Original conceptual illustration; arrows organise the discussion and do not establish a validated causal effect or a scoring procedure.
Original exercise L4 E09
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A draft shows a conflict closed but no explanation visible. The team says the answer was obvious.
| Analytical task | Learner response required |
| Observation | Identify what the stated record directly establishes. |
| Inference | State the interpretation that still needs support. |
| Alternative | Identify a plausible alternative or missing context. |
| Authority | Identify the relevant credential or role boundary. |
Question - Can the reviewer fill in the note?
Worked answer: Part G, exercise L4 E09.
