HCDI Certified Independent Reviewer
Chapter 1. Independence is controlled, not chosen
Source note
Source basis - S4, physical PDF page 7.
HCDI governance ruleHCDI governance rule (Unit 4.1); general professional knowledge. Independence is not a feeling and not a promise. It is a set of conditions that someone else controls. The three conditions in the limitation block are: never one's own firm's engagement, never self-selected, and never nominated by the delivering partner. The independence attestation sits on file. The control belongs to HCDI, and not to the reviewer or the partner, because both have an interest. A reviewer who picks the engagements may pick the easy ones. A partner who picks the reviewer may pick a friendly one. Certification attests competence. It does not create a right to be assigned.
Governance Boundary. A reviewer's availability is not a qualification for an assignment, and the reviewer's wish for one is irrelevant to it.
Independence depends on selection controls
Basis - general professional knowledge and editorial explanation. External references are identified explicitly; this section adds no HCDI rule.
Personal confidence is not independence. Selection by a party with an interest can create pressure before any review begins. The public source reserves assignment to HCDI and excludes own-firm review, self-selection and partner nomination. A credential establishes no entitlement to an assignment.

Original exercise L4 E01
Basis - original fictional exercise. The organisation, events and any numbers are invented for learning. No HCDI result is assigned.
A delivering partner asks a friendly Level 4 holder to review a difficult engagement privately.

| Observation | Identify what the stated record directly establishes. |
| Inference | State the interpretation that still needs support. |
| Alternative | Identify a plausible alternative or missing context. |
| Authority | Identify the relevant credential or role boundary. |
Question - Can the holder accept because they feel impartial?
Worked answer: Part G, exercise L4 E01.
