Assessment and decision
HCDI separates assessment from decision. HCDI assesses. Decision-makers decide. Management and advisers implement. Authorised reviewers verify closure. HCDI reassesses when new evidence warrants it. An original assessment is not rewritten merely because an action has been completed. Improvement must be supported by new evidence and, where applicable, reassessment. This protects the integrity of the original decision record.

Governance
A governance framework separating shareholder, board, executive and professional authority has been developed and is undergoing Singapore-law implementation. A Scheme Committee has been constituted.
An independent non-executive director has been appointed.
